NSW Advanced Responsible Conduct of Gambling (ARCG)

Pre-requisite

You must supply a copy of your Competency Card showing RCG to enrol in this course. If you hold a digital competency card, the ARCG endorsement will be automatically added to your digital card free of cost. To add the ARCG endorsement to your competency card, visit the competency card self-service portal to manage your competency card online. 

In NSW all competencies must expire on the same date, calculated five years from the first competency gained. For example, if your RCG competency expires in June 2024, even if you gain your ARCG competency in Jan 2023 both competencies will still have an expiration date of June 2024. This ensures all your competencies are current and expire on the same date.

Who Should Do This Course? 

To create a proactive environment focussed on harm minimisation and provide support for RGOs, it is proposed that other individuals related to venue operations will also be required to complete ARCG training, including: 

  • Club secretaries 
  • Club directors, unless they have completed ClubsNSW Responsible Gambling Board Oversight training 
  • Directors of a company that owns one or more hotels, where those directors have an operational role in the hotel business 
  • Hotel licensees 
  • Hotel ‘approved managers’ (as defined in section 91(1A) of the Liquor Act 2007) 
  • Staff who are responsible for the management of gaming machine operations (if they are separate to and not undertaking RGO duties), e.g., gaming floor managers. 

This ensures that senior management are aware of their harm minimisation obligations, can help drive venue culture, and are equipped to support RGOs in circumstances where RGOs may need to escalate serious instances of gambling harm to senior management.

Course Description

This course is broken down into five (5) sections:

  1. Introduction
  2. Anticipating and Preventing High-Intensity Situations
  3. Managing High-Intensity Situations
  4. Leading a Culture of Proactive Gambling Harm Minimisation
  5. Responsible Conduct of Gambling in Practice

 

What You Will Learn

  • Identify, approach and assist patrons who are showing signs of at-risk gambling behaviour
  • Refer patron who are at-risk of experiencing gambling harm to appropriate support services (including self-exclusion)
  • Advise and support venue staff in non-specialist roles to identify and report warning signs of at-risk gambling behaviour
  • Lead and support a culture of responsible gambling and proactive harm mimisation in your venue
  • Understand why you are required to promote the responsible conduct of gambling 

To complete this course, you need:

A unique email address: This email address cannot be used by another student as it becomes your unique login username.

Current Identification: You must have valid photo identification (must not be expired more than 3 months). Acceptable photo identification can include: Passport photo page, driver’s license, Key Pass, Photo Card, and student photo ID card (must include date of birth).

Once you log in to the system, you will be prompted to upload a copy of your photo identification.

Proof of your existing RCG competency: either your current Competency Card showing your RCG competency, or an Interim Certificate showing your current RCG competency. 

Technology: Ensure you have a device with a camera and microphone so you can participate in the training. 

Please Note: the ARCG training session will be recorded and used as evidence of attendance. You will need to have your camera on for the full duration of the course.

Completing the Responsible Conduct of Gambling (RCG) course is a prerequisite to completing the Advanced Responsible Conduct of Gambling (ARCG). To gain an RCG competency to work in NSW, students must complete the NSW RCG and the National RSG – SITHGAM022 Provide Responsible Gambling Services (or equivalent) Unit of Competency (UoC) and meet the minimum Language, Literacy and Numeracy (LLN) requirements for the National RSG. 

L&GNSW requirement for learners to complete the ARCG training in English without an interpreter is based on the minimum LLN skills for the prerequisite RCG and the higher-level responsibility that RGOs hold to ensure they have the English language skills to understand and comply with complex legislation pertaining to their role.

NSW Responsible Gambling Officers (RGOs) – What’s the Deal?​
 
From 1 July 2024, venues with more than 20 gaming machine entitlements will be required to have a Responsible Gambling Officer (RGO) on duty while poker machines are in operation, in the latest initiative by the NSW Government to reduce gambling harm. Additional Responsible Gambling Officers will be required at clubs with more than 100 gaming machine entitlements.
 
All hotels and clubs with gaming machines will also be required to keep a Gambling Incident Register and a Gaming Plan of Management as part of a suite of reforms being implemented to reduce risk of gambling harm and support people who may need help.

ARCG Training for senior operational roles
Hotel licensees, approved managers, and club secretaries will all be required to complete Advanced Responsible Conduct of Gambling (ARCG) training, even when the venue has fewer than 21 gaming machine entitlements (GMEs). Venue staff in these senior operational roles must have completed ARCG training by 30 September 2024.

This training requirement has been introduced through an amendment to the Gaming Machines Regulation 2019 as part of the new gaming reforms, which included the introduction of the Responsible Gambling Officer role.
